Study: Risk Mitigation
2006 Winter Olympic Games, Torino, Italy
Challenge
To aid the 2006 Torino Winter Olympic Games Organizing
Committee and all its statutory agency partners, identify and mitigate
all operational risks and challenges they would be facing in the
6 months prior to delivery.
Introduction
The Rhiannon
Group was brought in to work as a part of the Risk Management and
Senior Games Project Management group, to implement risk identification
projects within all internal Committee departments. Once we had
identified the levels of risks throughout the internal organization,
we were charged we helping the statutory agencies with games responsibilities
understand and evaluate their exposure to risks, while educating
them on what to expect during operations. Once we had completed
this in-depth assessment, we compiled our findings and recommendations
for the International Olympic Committee, to enable the final games
preparations process to begin

International Olympic Committee, TOROC, City of Torino, Province
of Piedmont, GTT (Torino transport department), National and Local
law enforcement agencies, Italian Department of the Interior, Affected
regional city councils
Strategy/Process
Creating internal departmental risk audits and evaluations, we were
automatically able to eliminate considerable operational risk from
the Committees overall plan. Designing a classification system upon
completion, we initiated table tops and round table discussions
sessions to further examine areas for concern during operations,
and to begin the education process of how to counteract adverse
situations at all levels. Purpose specific training modules were
then implemented to address the physical readiness of dealing with
situations, creating confidence and awareness amongst all games
venues personnel. Once these risk identification training modules
had been completed, we created a specific overall Games Command
Control and Communication plan for the local Organizing Committee
and International Olympic Committee. An integration strategy to
align the considerable resources being offered to the Committee
by their local and regional statutory agencies
Result/Conclusion
By undertaking the considerable amount of risk evaluation and mitigation
exercises it enabled all affected games stakeholders to understand
and prepare for the challenges for the Winter Games. The project
also provided the Committee something it was lacking i.e. clarity
of operations and various agency accountability. The process provided
the IOC invaluable of what stage overall planning was at, and where
most effort would be needed moving forward. The Winter Olympic Games
were widely acclaimed as a huge turning point for the magnitude
of Olympic operations, as well as a huge milestone in the 2000 year
history of the City of Torino.
