Study: Operational Integration
Melbourne 2006 Commonwealth Games and OCGC
Challenge
The complete integration of all Victoria government dedicated resources
into a functional responsive unit for the 2006 Commonwealth Games.
Introduction
The City of Melbourne and the Victoria government had allocated
huge resources, by creating a specific government entity, to manage
their operations and responsibilities for this Games project, the
biggest event the city had endeavored to hold. However with 5 months
to Opening Ceremony, the new agency was still working independently
of the Games Organizing Committee, with no integration or service
alignment strategies in place. The result was massive duplication
effort and resources across the games, without any cohesive plan
for command, control or communication for project delivery.

Strategy
To highlight to affected stakeholders the importance and necessity
of an integrated approach to their already accomplished games operating
plans. This would show them how to achieve maximum efficiencies,
while developing a comprehensive cohesive management strategy to
allow maximum control of Games-wide operations.
Process
Evaluation and refining of the existing individual department operating
plans was carried out. An integrated games-wide vision was created
with the executive management of the key affected stakeholders.
A structured comprehensive delivery plan focusing on our client
goals was then created. Once the operating plan was complete we
initiated training and readiness modules to educate the delivery
personnel on the new structures. When complete understanding and
confidence in the new plan was acknowledged, we initiated and generated
the contingency plans for all affected stakeholders, thus finalizing
complete planning and integration for successful delivery
Result/Conclusion
A complete successful operation was delivered over the entire city
of Melbourne for the 3 weeks of the games. The Victorian government
acknowledged to be one of the most proactive and prepared government’s
to ever aid staging an event of this magnitude, and made considerable
savings on their operating budgets. Two weeks after the completion
of the Games, Melbourne was recognized as the most livable city
in the world.
